건빵 ... 한국 군대에서 좃뺑이 친 남자들은 이런 저런 건빵에 얽힌 지워지지 않는 추억들이 있지요 ....조지나 건빵
군 훈련소에 입소하여 얼마 지나지 않아 취침 점호후 조교가 훈련병들에게 건빵을 한봉다리씩 나눠주는 거 아니겠습니까. 이게 웬떡인가 싶어 막 뜯으려는데, 조교는 어둠속에서 건빵을 씹지마라는 명령을 하고 내무반 불을 끄고 나가는 겁니다.
그런 명령을 들을 만큼 순진한 우리들도 아니고 말입니다, 조교가 나가고 얼마있지 않아 훈련병 대다수가 어둠속에 누워 건빵 봉다리를 뜯고 맛있는 건빵을 오물오물 씹기 시작했습니다.
그런데 순식간에 조교가 내부반에 들어와 "건빵 씹는 새끼 앞으로" 하는 명령이 떨어지지 않겠습니까. 저는 입안에 건빵을 가득물고 벌떡 일어나 조교 앞으로 달려갔습니다. 그런데 건빵은 모두 먹었는데 저만 나왔던 겁니다. 이런 순진한...
부동자세로 입안에 가득 건빵을 물고있는 저를 향해 조교는 군화발로 내 배를 냅다 걷어차자, 입안에 들어있던 건빵 파편들이 그만 조교얼굴을 사정없이 강타했습니다. 더욱 화가난 조교는 군화발로 나를 사정없이 강타하면서, "어둠속에서 씹지마라 그랬지"를 연발하는 겁니다.
나는 다른 애들도 먹었는데 왜 나만 가지고 그러냐고 항변하자, "너만 걸렸잖아 이 쒜끼야". 그리고 고자질 했다고 더욱 얻어 맞았습니다. 여기저기서 끼득거리는 소리가 내무반에 신음처럼 흘러나왔습니다.
그리고 팬티차림에 한쪽 발에는 운동화. 나머지 발에는 군화를 신고 알철모로 완전 군장을 하고 기나긴 겨울밤 밤새도록 연병장을 돌다 새벽즈음 내부반에 돌아와 불을 켰습니다. 그러자 전우들 잠자는 모포위로 건빵 파편들이 난무한 거였습니다. 제가 얻어맞는 동안에 전우들이 웃음을 참지 못하고 입에서 건빵 파편들을 날린 겁니다.
저는 조용히 제 자리로 돌아오며 읊조렸습니다.
"조지나 건빵이네"
그날 오후 난 내 첫사랑으로 부터 작별 편지를 받았습니다. 그리고 저는 이후로 건빵을 좀처럼 먹지 않았습니다.

이 격언을 곰곰히 생각해보면 요즘 새누리당이나 조중동을 포함한 언론의 사오정같은 행동이 생각나지 않으십니까? 아무리 진실을 파헤치고 그들에게 그 증거를 제시해도 그들은 끝까지 모르쇠로 일관하고 계속해서 자기 주장만 되풀이 합니다. 다음 격언은 그들의 비정상적인 언행을 설명할 수 있습니다.

그들에게 진실따위는 의미가 없습니다. 자신의 권력을 지키고, 권리와 이익을 위해서 필요한 주장이 곧 진실이기 때문입니다.
사실 독재국가가 사용하는 프로파간다 propaganda 에서 이 만큼 중요한 격언은 없으며 이것은 현실정치에서 꾸준히 적용되고 있습니다.

SOUTH KOREA: The National Intelligence Service systematically disseminated ideas of mass killings, hatred and discrimination over the internet

As the allegations of illegal interference by the National Intelligence Service (NIS) in the presidential election held in December last year drew increasing attention from the public, a search and seizure was carried out by the special investigation team at the Seoul Central District Prosecutors' Office (DPO) on April 30, 2013. Based on the materials confiscated, the Seoul Central DPO made the table (a record of evidence) relating to the alleged offences.
Major TV news corporations and newspapers were either prevented from broadcasting or were reluctant to highlight the issue. Instead, alternative independent media and online news agencies obtained the whole list and released it on the internet. Setting aside the allegation that the NIS deleted most of its comments/articles from the internet before the search and seizure was carried out, it was found that the whole list is massive, amounting to 2,120 pages. Through the efforts made by volunteering citizens, the list was digitalised and uploaded onto the website of Ohmynews in the public domain.
The legal interpretation as to the alleged offences of 'illegal' interference in domestic politics and elections will be later verified during the court proceedings. However, the contents of the list show far more than mere interference. They are not limited to the alleged offences but include spreading hatred, provoking mass killings against persons coming from particular provinces, praising military dictatorship and sexually abusive or discriminatory writing against female politicians belonging to the opposition party.
Although it ultimately rests on the role of the judiciary, the truth that is unchallenged is that the subjects who wrote the articles/comments over the internet are those who are agents (over 70 of them) from the psychological warfare team against North Korea under the NIS. In brief, the government institution – with its salaries paid by public taxation - under the direct control of the President, has systematically run a team disseminating ideas over the internet of mass killings, hatred, incitement to hatred, defamation and discrimination based on region or gender for a considerable amount of time. Thus, the issue itself is far more serious than what is currently being discussed by politicians, who have emphasised the alleged illegal interference in domestic politics and elections.
It is the obligation of the state to, on the one hand, guarantee the freedom of opinion and ｅxpression and, on the other hand, honour their responsibility to limit that right to the extent strictly required by law. The measures should not only involve discrimination on the grounds of race, colour, sex, language, religion or social origin. Any advocacy of national, racial or religious hatred that constitutes incitement to discrimination, hostility or violence should also be prohibited by law.
More seriously, it has now been revealed that the NIS has been the main body that has spread the incitement to hatred, mass killings and provocation of regional discrimination.
Unfortunately, the scope of the investigation into state administration agreed on July 1 at the National Assembly, started from July 2 and running for the coming 45 days, does not cover the matter stated above. In fact, as foreseen (refer to previous statement), the investigation has already been disrupted due to politics.
In addition, under the current domestic circumstances, it seems that the National Human Rights Commission of Korea (NHRCK) is the only government body that is able to carry out an investigation into the discriminatory contents of the comments and articles. Noting that the NHRCK has recently issued a recommendation relating to discrimination based on race, the AHRC believes that the NHRCK is taking proactive steps to investigate the issues found above.
The Asian Human Rights Commission (AHRC) strongly urges that a thorough investigation into the systematic dissemination of such ideas should be conducted, and it should be done separately from the current investigation into state administration. The investigation should include not only the former director of the NIS, but also should aim to find out whether orders were given by the former President, since the NIS is under the direct control of the President (in accordance with the NIS Act). Any materials confiscated but not incorporated into the table as evidence by the prosecutors' office should also be available.
The above information may provide the legislature background information on what needs to be done in order to prevent government institutions from disseminating messages of hatred. With regard to this, the AHRC wishes to reiterate that, in order for the country to step forward towards greater democracy and reconciliation, it is a prerequisite for the public to know the truth.

SOUTH KOREA: The National Intelligence Service is a root cause of the crackdown on democracy and human rights

The country has entered into political turmoil. It is because of a series of allegations of illegal interference by the National Intelligence Service (NIS) in the Presidential election, held in December last year. As more information is released, those who worry about democracy in the country - including students – are starting to decry the current political situation. There is involvement from civil society groups, such as religious groups, as well as scholars, journalists, and Koreans living overseas.
It has been reported by the media that the NIS has systematically run a team that conducts advertising policies from the current ruling party, criticising opposition parties on the Internet. The NIS team was established for psychological warfare against North Korea, but the actual tasks undertaken were to influence and control public opinion of ordinary citizens deemed to be the leftist in South Korea. Reportedly, the team, under the orders of the former Director of the NIS, wrote thousands of comments on the Internet prior to the Presidential election, praising the former President and the new candidate from the ruling party, who is the current President, and criticising the candidate from opposition party.
There is no question that fair elections are an important element in guaranteeing democracy and human rights. Elections should be conducted fairly so that both parties, regardless of the results of the election, are able to accept the result. However, it may lead to a different situation if government institutions with power interfere in the process of elections try to influence the electorate, which normally occurs in countries where democracy and the rule of law are yet to become reality or are not stable.
In the context of South Korea, the NIS has historically been at the centre of such bodies influencing other ordinary government organs, including the police, prosecutor's office and the judiciary. This is because the NIS is legally under the direct control of the President. The role of the NIS has been defined according to the character of past governments. After the June 10 democracy movement in 1987, it has been thought that the NIS also changed. Thus, it has been forgotten that the NIS continued to work from behind and not in the open like in the past.
The heads of political parties, including the ruling and opposition parties, have agreed to have an investigation into state administration at the National Assembly, whose proposal will be voted on at the National Assembly on July 2. The Asian Human Rights Commission (AHRC) strongly supports thorough investigations into the alleged interference by the NIS in the Presidential election and, at the same time, urges all parties concerned to reform the NIS Act.
Firstly, the investigations into state administration at the National Assembly are the result of political negotiations. Therefore, as often happens, the right and desire to find out the truth is not always the goal of this sort of investigation, and there is a high chance that the investigative process will be used for the benefit of parties in political disputes. All parties involved should be warned not to take advantage of this process, but to find out the truth for the people, who have the right to know. The evidence obtained through the investigations must be able to be used for the prosecution and punishment of those alleged offenders according to the law.
Secondly, the current debate should be enlarged by looking into the reason for the failure of the investigatory agencies in the country. Before the NIS interference came into the view of the public, the police did investigate one of the staff at the NIS and hurriedly released an interim investigation report before the Presidential election. This investigation was later found to have had serious flaws. In South Korea, the Prosecutor's Service has de facto investigatory as well as prosecutorial power. Therefore, it is reasonable to believe that the Prosecutor's Service were involved in the police investigation that ended before the election, since the matter itself was serious enough to bring to the notice of the Prosecutor's Service.
As shown by the limitations in the investigation itself, as pointed out earlier, the investigatory agencies should be reformed. They should be strengthened, but not under the current setup; these reforms should come only after the reformation of those other agencies. Reforms should not be based on giving agencies more power than others, but rather on how the investigatory power can be checked and balanced among the government institutions. This also applies to the prosecutorial power.
The AHRC is of the view that, regardless of the findings of the investigation at the National Assembly, this opportunity to reform the NIS Act should be taken. The allegations of interference into the Presidential election by the NIS, although it is serious matter, is not the sole issue, but is one of many, including illegal surveillance and pressure on enterprises. The activity of the NIS should be controlled not by the President, as it is now, but by the relevant oversight committee, where policy makers would get full reports from the NIS.
The current setup of the NIS Act, under the sole control of the President, is a remnant of past military dictatorship. It is high time to democratically control the activity of the NIS so as to meet the level of democracy and rule of law in the country. History tells us that, when there are attempts to conceal the truth, more and more will emerge in the end.

피카소가 실제로 프랑스 공산당 당원 소속이었던 경력이 있었는데, 이걸 트집잡는거죠.
하지만 실제 피카소는 뚜렷한 정치적인 활동을 한 것은 아닌지라 의미가 없었죠. 게다가 피카소 자신은 스탈린을 싫어해서 다른 공산당원들과도 상당한 충돌이 있었던 사람이었는데.. -

그 때는 박장대소했는데, 지금은 그 장면이 떠오르면 씁쓸할 뿐입니다. '알자지라가 우리 언론보다 낫군요....' 같은 말을 하게 될 줄은 몰랐습니다. -

→ Samuel Lee 괴벨스의 말이 사실은 맞습니다. 나치당은 쿠데타나 강압적인 방법으로 정권을 잡지 않았습니다. 정말 정상적이고 적법한 절차, 민주주의적인 절차를 거쳐 정권을 잡았습니다. 그들이 정권을 장악할 수 있도록 도운 이들은 유대인과 공산주의의 점점 커지는 세력이 두려웠던 자본가들과 기득권이었다는군요. 히틀러가 왜소하고 별 것 아니라 생각하고는 자리에 앉히면 자기들 마음대로 할 수 있겠다 판단했다가 결국은 정말 호랑이 새끼를 키운거죠. 이들에게 속고 자기 자신도 속이며 이들을 방관한 독일인들은 지금까지도 그 업보를 짊어지고 삽니다.
거짓말을 반복하며 결국에는 자기 스스로도 그것이 진실이라고 믿어버리는 건 병입니다. 고질병.. 누군가가 진실이 아니라고 끊임없이 외쳐줘야해요. 그런데, 거짓을 밝힐 객관적인 자료들도 없어졌다며 발뺌하고 있으니... -

→ Samuel Lee 공영방송, 각종 유선방송 그리고 종합편성채녈 통틀어 40~50개의 TV드라마가 매일 돌아가는 울나라, 그것에 취해있는 사람들...... 대부분의 울나라 인터넷 매체도 이 범주를 넘어서지 못합니다. 스포츠 경기, 대부분 연예인 그리고 운동선수 "아랫도리" 이야기가 대부분이고 몸매 예쁘게 꾸미기, 소득 2만 5천달러에 나라라면서 아직도 "먹는 것"에 정신줄 잡고 있는 것이 대부분입니다. 먹는 것에 걸신인 들렸나 하는 생각도 종종듭니다. 우리나라 방송들이 울나라 사람들 정신문화가 찌들대로 잘 찌들도록 제일 앞장 서는 것 같습니다. 그리하여 저는 지가 살고 이 세상이 종종 조지오웰이 쓴 소설 "동물농장", "1984"와 너무나 비슷한 것 같다는 생각이 자주 듭니다. 우리동네는 맑은 정신을 갖고 살기가 너무나 힘든 것은 확실합니다.

→ Samuel Lee 모든 기독교 교회가 그런 것은 아니지만 보면 "우리나라 기독교"는 종교로서의 기능을 상실했다고 봅니다. 기독교 정신을 실천하는 장소가 그나마 "교회"인데 "이익단체"이상의 의미를 가지지 않습니다. 이런 사진보면 윗동네 아이들과 별 차이가 없는 것 같다는 생각이 많이 듭니다.
