9. 오버톤 윈도 (Overton Window)

몇해 전 'Narrative War'라는 것에 대한 제 생각을 블로그에 올렸습니다. 역시 따지기 좋아하는 학자분들이 어디서 나온 시사용어냐며 시비를 걸어왔습니다. 이 용어를 처음 본건 워싱톤 포스트였고 흥미롭게 이해하고 제 수준에서 소개를 했습니다. 시사용어를 제법 안다는 분은 "네가 오버톤 윈도우하고 헤까리는 모양인데..."하며 시비를 걸어오기도 했습니다. 하긴 'Overton Window'가 'Narrative War'보다는 한참 일찍 언급되었습니다.

A few years ago, I blogged about my thoughts on what was called Narrative War. Also, few who like to argue have been arguing over where the term came from. The first time I saw this term was the Washington Post and it was interesting to understand and introduced at my level. People who know 'Conjugated Forms' quite a bit complained, "You seem to be confused with 'Overton Window'..." Indeed, 'Overton Window' was mentioned long before 'Narrative War'.

하지만 둘 다 내 또래거나 아래 어린 사람들이 떠들기 시작한 것이니 열심히 책을 읽고 신문을 보고 시사뉴스와 논설을 따라잡아야 주워들을 수 있는 것들입니다. 하여, 대꾸를 하지 않으려다 기득 하다는 생각이 들어 이곳에 그 'Overton Window'도 제 수준에서 설명해 볼까 합니다. 'Overton Window'는 저보다 한 살 많은 1960년생 조셉 오버톤 (Joseph P. Overton, 1960~2003)이 처음 거론 한 아이디어입니다. 조셉 오버톤은 1960년 미시간 사우스 해븐에서 태어났습니다.

However, both of these are things that people my age and younger people have started talking about, so you could be read books, read newspapers, and catch up with current affairs news and editorials to pick up on them. So, I thought it was a good idea not to respond, so I would like to explain the 'Overton Window' here at my own level. The 'Overton Window' idea was first discussed by Joseph P. Overton (1960-2003), who was born in 1960, a year older than me. Joseph Overton was born in South Haven, Michigan in 1960.

미시간택과 토머스쿨리법대를 졸업하고 미시간 지방의 공공정책 싱크탱크로 고등학생들의 토론회를 주관하는 맥키날 센터의 부소장으로 근무하며 'Overton Window'를 언급하기 시작했습니다. 아쉽게도 2003년 비행기 에어 크레프팅 사고의 후유증으로 43세의 젊은 나이로 세상을 떠나 ‘Overton Window'를 학술용어로 제안하거나 학문으로 세우질 못했습니다. 하지만 후학들이 그 아이디어에 오버톤의 이름을 달아 'Overton Window'라고 부르기 시작했지요.

After graduating from Michigan Tech and Thomas School of Law, he worked as a public policy think tank in Michigan and worked as a vice president of the McKinal Center, which hosts high school debates, and introduced 'Overton Window' started to mention. Unfortunately, he passed away at the young age of 43 due to the aftereffects of an airplane air crafting accident in 2003, and was unable to propose or establish 'Overton Window' as an academic term. But junior scholars started calling the idea 'Overton Window' after name Overton.

'Overton Window'를 세상에 유명하게 만든건 쇼타임이 만든 미국연속극 '억만장자 (Billions)' 때문입니다. 2019년 4월 7일 방영된 4번째 시즌 4번째 에피소드의 소제목이 바로 이 'Overton Window'이기 때문입니다. Brian Koppelman과 David Levien이 대본을 썼습니다. 얼마 전 Lawrence Hill과 The Book of Negroes의 대본을 쓴 자메이카 출신 캐나다 이민자 Clement Virgo (1966~)가 감독을 맡아 '오버톤 윈도 (Overton Window)'를 잘 그려냈습니다.

Not long ago, Clement Virgo (1966-), a Canadian immigrant from Jamaica who wrote the script for Lawrence Hill and The Book of Negroes, directed 'Overton Window' well. The reason 'Overton Window' became famous in the world is because of the American soap opera 'Billions' made by Showtime. This is because the subtitle of the 4th episode of the 4th season, which aired on April 7, 2019, is 'Overton Window'.

The stages of the Overton Window

'Overton Window'는 정치적으로 주어진 시간대에 대중이 받아들일 수 있는 생각의 범위를 말합니다. 'Overton Window'는 5단계로 이루어지는데 조셉 오버톤이 생전에 제안은 하지 않았지만 5단계로 설명을 했습니다. 원칙적으로, 금기의 일부를 사회가 받아들이는 것은 불가능해 보입니다. 그러나 ‘Overton Window’ 개념은 이것이 일어날 수 있다고 주장합니다. ‘Overton Window’의 여러 단계가 어떻게 구성되어 있는지 확인하기 위해 특정 금기인 동성애, '북한을 알자'라든가 '김일성의 독립운동'같은 주제에 초점을 맞춰볼까합니다.

The Overton window is the range of policies politically acceptable to the mainstream population at a given time. The 'Overton Window' consists of five stages, which Joseph Overton did not propose during his lifetime, but explained it in five stages. In principle, it seems impossible that society will accept some of the taboos. However, the Overton Window concept argues that this can happen. To see what the different stages of the Overton window consist of, we’ll focus on a specific taboo: homosexuality, 'Let's get to know North Korea' or 'Kim Il-sung's independence movement'.

Stage 1: Proposal from the unthinkable to the radical

The first stage is the proposal stage of raising an idea from the unthinkable to the radical. It is a stage in which a surrounding contradiction irrelevant to the point of discussion is raised and a discussion is led to replace the surrounding contradiction that is different from the point of the argument with the original point. In the West, there are discussions about homosexuality, for example, and in South Korea, it would be something that raises topics such as 'Let's get to know North Korea' or 'Kim Il-sung's independence movement'. In the first stage, homosexuality, 'Let's get to know North Korea' or 'Kim Il-sung's independence movement' are in the lowest acceptance level in the Overton window.

Society considers it immoral. It’s considered disgusting and preposterous. At this point, the window is closed and unmoving. To begin changing public opinion, scientists and activists start studying it. For scientists and activists, there shouldn’t be any taboo subjects. Thus, the scientific community starts analyzing the traditions and rituals of some LGBTQ(lesbian, gay, bisexual, transgender and queer or questioning)s. The activist community begins to lift the brakes on sanctions and get real information about North Korea.

Stage 2: Radical - from the radical to the acceptable

2 단계는 이러한 반발과 억압을 야기할 터무니없고 오도하는 생각에서 벗어날 수 있는 수용 가능한 기회를 찾는 급진적 단계입니다.1단계 이후, 아이디어는 생각할 수 없는 것에서 논의되는 것으로 바뀌었습니다. 두 번째 단계에서 사람들은 아이디어를 받아들이기 시작합니다. 서구에서는 동성애의 대상자를 지탄의 대상으로 삼아 기존 질서의 탄압을 받았습니다. 한국에서는 '종북'이네 '빨갱이네'하며 기존 기득권 세력의 탄압이 이어집니다.

The second stage is a radical stage, which seeks an acceptable opportunity to deviate from the absurd and misleading ideas that would cause such backlash and repression. After stage 1, the idea has gone from being unthinkable to being discussed. In the second stage, people begin to accept the idea. In the West, homosexual targets were condemned and oppressed by the existing order. In South Korea, they are called 'North Korean followers' or 'Reds', and the suppression of the existing establishment continues.

과학자들과 행동가들의 결론에 따라 사회는 주제에 대한 지식 획득을 거부하는 사람들을 비타협적인 사람들로 보게됩니다. 저항하는 비타협적인 사람들은 과학과 사실에 반대하는 광신자로 보이기 시작할 것입니다. 편협한 사람들은 그 아이디어가 부정적인 의미를 잃기 때문에 공개적으로 비난을 받습니다. 점차 ‘동성애’, '북한을 알자'라든가 '김일성의 독립운동'같은 주제를 용인하는 사회로 변해갑니다.

With scientists’ and activist’s conclusions, society views those who refuse to acquire knowledge about the subject intransigent. People who resist will start to be seen as fanatics who oppose science and realities. The intolerant are publically condemned as the idea loses its negative connotations. Gradually, we are changing into a society that tolerates themes such as 'homosexuality', 'knowing North Korea', and 'Kim Il-sung's independence movement'.

Stage 3: Acceptable - from the acceptable to the sensible

3단계는 수용 가능한 단계로 사람들의 인식을 바꾸어 논점에서 벗어난 그 모순을 수용 가능한 것으로 만드는 단계입니다. 서구에서는 동성애 대상자를 성소수자요 사회적 약자로 받아들이고 그들을 사회 일원으로 수용하기 시작했습니다. 한국은 종북이네 빨갱이네 몰아붙이는 사람들보다 같은 민족으로 북한을 바라보고 평화통일의 인식이 높아져서 북한이나 김일성의 항일활동 이야기가 사실로 수용되었습니다.

Stage 3 is an acceptable stage in which people change their perceptions to make the contradiction off the point acceptable. In the West, homosexual subjects are accepted as LGBTQ(lesbian, gay, bisexual, transgender and queer or questioning) people and socially underprivileged, and they are beginning to be accepted as members of society. South Korea views North Korea as the same ethnic group rather than those who push for pro-North Koreans or gangsters, and the awareness of peaceful unification has increased, so the stories of North Korea and Kim Il-sung's anti-Japanese activities were accepted as facts.

그 생각은 이제 합리적입니다. 한편, 계속해서 이 아이디어에 반대하는 사람들은 계속해서 비판을 받을 것 입니다. 이러한 사람들은 기본권에 반대하는 급진주의자로 간주될 것입니다. 한편, 과학계와 활동가계와 언론은 '동성애', '북한을 안다', '김일성 독립운동'의 증거가 인류사에 많다고 주장합니다.

The idea is now sensible. Meanwhile, those who continue to oppose the idea will continue to be criticized. These people would be considered radicals who are against a fundamental right. On the other hand, the scientific and activist communities and the media insists that there are many proofs of 'homosexuality', 'knowing North Korea', and 'Kim Il-sung's independence movement' in human history.

Stage 4: Reasonable from the sensible to the popular

4단계는 합리적인 단계로 이는 수용 가능한 것에서 합리적인 내용이 첨부되어 본질을 호도하는 것이 너무도 달콤하다는 걸 느끼게 하는 단계입니다. 서구에서는 이제 자신의 자녀가 동성애자라도 받아들이겠다는 이야기들을 공공연하게 합니다. 한국에서는 목숨을 걸어야 했던 김일성 장군의 독립항쟁 이야기가 서슴없이 나오고 김일성 회고록 '세기와 더불어'가 공공연하게 잃키기 시작했습니다.

Stage 4 is a reasonable stage where you feel that it is too sweet to mislead the essence with reasonable content attached to what is acceptable. In the West, they now openly talk about accepting their children even if they are gay. In Korea, the story of the independence struggle of General Kim Il-sung, who risked his life, came out without hesitation, and Kim Il-sung's memoir, 'With the Century', began to be read openly.

이제 '동성애', '북한을 알자', '김일성 독립운동'이 사람들이아주 좋아하는 주제가 되었습니다. 이 아이디어는 YiManGap TV 시리즈에서 긍정적인 것으로 나타나기 시작합니다. 동시에 이러한 관행과 관련된 역사적 인물은 찬사를받습니다. 현상은 점점 더 다양해지고 긍정적인 이미지를 계속 강화합니다. ‘Overton Window’ 개념은 대중의 인식이 어떻게 마음을 바꿀 수 있는지 설명합니다.

Now, 'homosexuality', 'knowing North Korea', and 'Kim Il-sung's independence movement' become favorite topics. The idea begins to appear in YiManGap television series as something positive. At the same time, historical figures related to these practices receive praise. The phenomenon becomes increasingly multitudinous and continues to reinforce its positive image. The Overton Window concept explains how public perception can change minds.

Stage 5: Political - from the popular to the political

5단계는 정치적인 단례로 합리성을 넘어 인기에 영합하는 정치적인 단계로 우뚝 서버렸습니다. 처음에 닫혀있던 ‘Overton Window’가 활짝 열렸습니다. 아직도 기존의 생각은 용납될 수 없는 부분이 있지만 언급하지 않으면 시대에 뒤진 사람 같고 오히려 야만스럽다는 비난의 대상이 되기도 합니다. 이 마지막 단계에서 현상을 합법화할 입법 장치가 준비되기 시작합니다. 서구에서는 동성애자들이 법적인 보호장치까지 마련되어 결혼까지 서슴없이 합니다.

Level 5 is a political stage which has risen to a political level that goes beyond rationality and caters to popularity. The Overton window, which was closed at the beginning, has been opened wide. There are still some unacceptable parts of the existing thinking, but if you don't mention it, you may be criticized for being outdated and rather savage. In this last stage, the legislative machinery that will legalize the phenomenon begins to prepare itself. In the West, homosexuals are even provided with legal protections, and even marry without hesitation.

'북한을 알자', '김일성 독립운동' 지지자들은 정치에 통합되고 더 많은 권력과 대표성을 추구하기 시작합니다. 한국은 아직 세계 강국의 제재로 인해 법적인 장치는 없지만 북한에 투자하네 어쩌네 꿈에 부풀어 있습니다. 그리하여 처음에는 생각할 수 없고 부도덕하다고 여겨졌던 사상이 집단의식에 권리로 자리잡게 되었습니다. 이것은 아무리 미친 아이디어라도 대중의 인식을 바꿀 수 있는 개념을 통해 발생했습니다.

'Knowing North Korea', and 'Kim Il-sung's independence movement' supporters consolidate in politics and begin to seek more power and representation. South Korea does not yet have a legal mechanism due to sanctions by world powers, but it is buoyed by dreams of investing in North Korea. Thus, an idea that was first considered unthinkable and immoral has come to be established in the collective consciousness as a right. This happened through a concept that can change the public’s perception of any idea, however crazy it may be.

The authorities do not decide where the Overton Window lies, rather society collectively defines the Overton Window and authorities operate within the window. The Overton Window is not static. It moves over time, typically slowly, but occasionally rapidly. These changes are triggered by a range of different inputs, but notably one key trigger for abrupt and large shifts in the Overton Window are major society-wide crises. While the Overton Window concept is meant to describe political possibilities, the concept has broader application to any situation in which a group of people are collectively making decisions.

The Overton Window does not say what is good or bad, it only describes the range of possibilities that society will accept. Here’s a simple example: What is amazing about the Overton Window is that most of the time you aren’t even aware it exists. The possibilities that are Unthinkable are not thought of as not possible due to current social norms, rather they are viewed as actually impossible.

그러나 창이 바뀌면 예전의 상황을 기억조차 하기 어렵습니다. 오버톤 창은 항상 이동합니다. 그러나 일반적으로 10년 이상 지난 시간을 되돌아보고 "우리가 예전에 하던/생각하던…..?"라고 생각할 수 있을 때까지 이동하는 것을 알아차리지 못할 정도로 천천히 이동합니다. 이 'Overton Window'는 움직이는 생물처럼 공공의 인식범위가 수시로 또 짧은 시간에 여론의 추위나 조작에 따라 변하는 습성이 있습니다.

But when the window shifts, it is hard to even remember how things used to be. The Overton Window is always shifting. But typically is shifts slowly enough that we don’t even notice it is moving until one day we look back to a time a decade or more in the past and think to ourselves “can you believe we used to do/think….?” This 'Overton Window' has a tendency to change according to the cold or manipulation of public opinion in a short period of time like a moving creature.

이 'Overton Window'에 ‘Political Engineering’이 가세하여 정치 목적을 위한 특정 그룹의 이익을 위해 여론이 조작되고 통제되는 현상이 급속화 되었습니다. 이상에서 보다시피 'Narrative War'는 여론을 조작하기 위한 ‘Political Engineering’의 작은 도구는 될 수 있겠지만 'Narrative War'가 'Overton Window'와 같은 건 아닌 겁니다.

The addition of political engineering to this 'Overton Window' has accelerated the manipulation and control of public opinion for the benefit of certain groups for political purposes. As you can see from the above, 'Narrative War' can be a small tool of political engineering to manipulate public opinion, but 'Narrative War' is not the same as 'Overton Window'.

Overton Window vs. 한국
.
부산 초원복국 사건은 1992년 12월 11일 김기춘의 주관으로 정부 기관장들이 부산광역시의 복요리 전문점 '초원복국'이라는 음식점에 모여 제14대 대통령 선거에 영향을 미칠 목적으로 지역감정을 부추기자고 모의한 것이 도청에 의해 드러나 문제가 된 사건입니다. 정권을 부정하게 탈취하려는 쿠데타에 버금가는 작당을 한 역도들은 단 한 명도 처벌받지 못했습니다. 오히려 불법 도청을 했다고 정주영 후보 측 관련자가 처벌되었습니다. 달을 가리키는 손가락의 손톱에 때가 끼었다고 손가락을 나무란 격이었습니다.

고 장자연은 억울하고 분통하여 목숨줄을 놓으면서 자신을 성적 노리개로 사용하던 조선일보 검찰 등 고관대작들의 처벌을 원하는 자필 편지를 50장 이상 세상에 남겼습니다. 하지만 관련자들은 조사도 받지 않았고 증언을 하는 사람들을 성격이상자나 정신병자를 만들어 경찰과 검찰이 합동으로 뻔뻔하고 철저히 매장한 사건입니다. 세월이 흘러 재수사한다고 했지만, 또 설명되지 않는 이유로 흐지부지되고만 사건입니다.

삼성, 선경, 롯데의 총수가 엄청나게 무시무시한 죄목으로 잡혀가도 며칠 뒤엔 세상에 고개를 뻣뻣하게 들고 환한 미소를 지으며 활개를 칩니다. 그것도 국가원수와 어깨를 나란히 하고 마치 국가를 이끌고 선도하는 지도층의 대표자인양하고 말이지요. 서민들은 배고파 훔친 빵 한 조각 푼돈에 강력한 법 적용으로 사는 게 지옥인 세상을 국가가 앞장서 만들어 줍니다.

사리사욕을 위해 계획적으로 광주의 무고한 양민을 학살하고 정권을 탈취한 '전두환은 민주주의의 아버지'라고 이순자는 고개를 뻣뻣하게 쳐들고 떠들고, 죽은 살인마 전두환이는 무덤이 파헤처질까봐 납골함에 담겨 연희동 집구석에 처박혀 있는 2022년 대한민국.

인간의 탈을 쓴 것들이라도 감히 옳다고 떠들 수 없는 후안무치한 주장을 거침없이 하는 건, 정치가들과 언론 보도들이 앞다투어 ‘Overton Window’를 활용한 논리전개로 사실을 호도하는 바람에 온 국민들이 ‘Political Engineering’이라는 권모술수를 일상생활화 한데서 그 근본적인 잘못이 있습니다.
